[Tool] DatEditor 3.0

Yep thats right, 3.0! After deciding the old dat editor was inconvenient and slow to use I obliged myself to re-design the dat editor using a modern GUI known as QT or "Cute" Currently using 4.3.0.

This application is now opensource!

Note: The GNU is only on files that are not generated by the QT VS code, simply because they are generated everytime I compile and it's inconvenient to put it on every time I make changes
